摘要：中国社会经济已出现相当程度的失衡。部分工人、农民得不到公正的待遇,内需一直不足,环境污染等。这些现象在西方发达国家工业革命时期曾普遍出现过。当时,工会力量尚不能有效约束资本,民主制度尚把广大劳工排除在外,导致政府与资本结盟,缺少约束的资本追求利润导致社会经济失衡。但随着大众民主时代的到来,劳动通过民选政府间接约束资本。工会力量的不断强大直接约束资本。由此,劳资的力量趋于平衡促成社会经济不断走向平衡。当下的中国,工会尚不能对资本形成有效约束。民众对民主的实际参与度低,不能有效约束地方政府。而地方政府为GDP高度依赖资本,导致资本缺少约束,社会经济走向失衡。要实现中国社会经济的平衡,首要是实现劳资双方的力量平衡,从而可相互制约,使得政府成为中立平衡的政府。民主制度、相对独立的工会以及充分的新闻自由是关键。
The economy in China has been unbalanced to certain degree. Some workers and farmers are not treated fairly, the domestic demand has always been weak, and the environment pollution is severe, etc. These negative phenomena appeared in the West during the industrial revolution period. In that period, the labor union was not strong enough to constrain the capital effectively, and the democratic system expelled the workers, causing an alliance between the government and capital. Pursuit of profits of the unconstrained capital caused unbalance of the economy. However, with the development of the mass democracy, the labor is capable to constrain the capital indirectly through the elected government. The labor union became strong enough to constrain capital directly. Then, the balance of power between labor and capital gradually reached, causing unbalance of the economy. Right now in China, the labor union is not capable to constrain the capital effectively. The democratic participation degree of the mass is low, and not being capable to constrain the local government effectively. The high dependence of local government on capital for GDP causes the capital can not be constrained effectively, and causing unbalance of the economy. In order to achieve balance of the economy in China, the balance of power between the labor and capital should be achieved first, causing mutual constraints between the labor and capital, further causing the government to be balanced and neutral. Therefore, democracy, relatively independent labor unions and sufficient freedom of the press are the keys to achieve the economy balance.
