摘要：近年来,新一轮科技革命和产业变革、一些国家经济政策内倾化、区域经贸合作加深等因素与新冠疫情的影响相叠加,使国际生产的短链化倾向进一步加速并走向普遍化,具体表现为知识密集型制造业加速回流、资本密集型制造业进一步向区域内收缩、劳动密集型制造业重返本土或周边地区、服务业伴随性回撤及农业回归区域化运营。短链化重构将对未来全球产业竞争格局产生深远影响,使发展中国家参与国际分工的空间受限,价值链地位攀升受阻,技术获取更加困难,但也为构建以发展中国家为主导的区域价值链带来机遇。为此,中国须着力构建产业链安全防控体系,积极应对全球产业链外迁风险,抓住数字化、绿色化机遇实现稳链补链延链强链。
In recent years, factors such as the new round of technological revolution and industrial transformation, the internalization of economic policies in some countries and the deepening of regional economic and trade cooperation, combined with the impact of the COVID-19,will further accelerate and universalize the shortening of value chains of international production in the future. In particular, knowledge-intensive manufacturing industries continue to return, capital-intensive manufacturing industries further shrink to the region, labor-intensive manufacturing industries return to local or peripheral areas, service industries show a concomitant retreat and agriculture returns to regional operation. The shortening of value chains of international production will have a profound impact on the future global industrial competition pattern, which will limit the space for developing countries to participate in the international division of labor, hinder the climb of value chain status, and make it more difficult to acquire technology. However, it will also bring opportunities for the construction of regional value chain dominated by developing countries. Therefore, China must focus on the construction of industrial chain security prevention and control system, actively respond to the risk of global industrial chain withdrawal, and seize the opportunities of digitization and greening to stabilize, supplement, extend and strengthen the industrial chains.
