摘要：我国经济社会发展已经进入高质量阶段,实现环境保护和减缓收入不平等的双赢是未来我国发展的重要任务,也是构建解决相对贫困机制的重要依据。基于此,本文搜集整理我国2001—2018年30个省份的面板数据,系统考察环境规制对城镇居民收入不平等的影响。研究发现:(1)环境规制对城镇居民收入不平等的影响显著为正,即环境规制加剧城镇居民收入不平等;(2)环境规制对城镇居民收入不平等存在人力资本和劳动力市场分割的门槛效应;(3)在较高的人力资本水平和较低的劳动力市场分割条件下,环境规制有利于减缓城镇居民收入不平等。最后,基于本文的研究结论,提出加强环境规制强度、提升人力资本水平、消除制度障碍、建议统一劳动力市场的政策建议。
China’s economic and social development has entered a high-quality stage,and it is an important task for China's future development to achieve a win-win situation of environmental protection and reduce income inequality,as well as an important basis for building a mechanism to solve relative poverty.Based on this,this paper collects and collates panel data of 30 provinces in China from 2001—2018,and systematically investigates the impact of environmental regulations on income inequality of urban residents.The results show that:(1)the impact of environmental regulation on income inequality of urban residents is significantly positive,that is,environmental regulation exacerbates income inequality of urban residents;(2)environmental regulation has the threshold effect of segmentation of human capital and labor market on income inequality of urban residents;(3)under the condition of higher human capital level and lower labor market segmentation,environmental regulation is conducive to reduce income inequality of urban residents.Finally,based on the conclusion of this paper,the paper puts forward the policy implications of strengthening the intensity of environmental regulation,improving the level of human capital,eliminating institutional barriers and unifying the labor market.
