摘要：结合中国的实际国际科技合作现状,提出了新型国际科技合作模型和机制。该模型囊括了合作主题、合作主体、合作共识、合作兴趣、合作资源、合作人才、合作效率、合作效用等8个要素,并详细分析了国际科技合作的3个水平层次,在此基础上将新型国际科技合作归类为盈利性合作和公益性合作两类,并给出政策建议。
In this paper, combined with China＇s actual situation of international cooperation in science and tech- nology, we put forward a new type of international science and technology cooperation model and mechanism. The model covers the theme of cooperation, collaborative agent, consensus and cooperation, cooperation, cooperation in personnel resources of interest and cooperation efficiency and cooperation such as the effectiveness of the eight ele- ments, and a detailed analysis of the international science and technology cooperation in the three level, based on the model of international cooperation in science and technology are classified as profitable cooperation and cooperation for public welfare class two, and the policy suggestions are proposed.
