摘要：我国死刑案件有效辩护率低下的原因主要有辩护律师业务水平参差不齐、律师的调查取证制度形同虚设及法律援助制度存在先天缺陷等。死刑有效辩护不仅需要律师具备丰富的执业经验和独特的业务能力,而且需要制度大环境的支持构建,例如制定全国性的死刑辩护指导意见,建立死刑案件辩护的资格准入制度,完善死刑案件的法律援助制度及建立律师职责言论、行为豁免制度等。
Campus culture plays a critical role in the development of university. For its particularity, the construction of campus culture should keep to the scientific and instructive principle. Material culture is an important carrier of spiritual culture while the latter is the essence of the former. Therefore, the cultivation of spiritual culture and promotion of material culture must be emphasized under the guidance of ecological harmonious concept in the process of constructing a profound high level of campus cultural. In this way, the education and campus environment can be perfectly combined and the construction of campus culture can help maintain the long-term development of universities.
