摘要：改革开放40年以来,中国城市府际关系发生了显著变化,体现为府际竞争发展到府际合作,再发展到府际治理,逐渐上升到一个新的发展高度。与中国城市府际关系升级发展相伴随的是中国地方政府的战略成长,主要表现就是中国城市政府在经济社会发展与公共事务中与其他城市之间的动态关系,由孤立到竞争、从竞争到合作、从合作到治理、从治理到网络的战略变化。经过重新审视'府际间竞争与合作的微观行为与宏观结构',研究发现,'竞争与合作'都是城市地方政府在不同历史经济社会条件下的府际治理战略行为。以此为主线,探讨'城市化不同阶段下府际治理的目标、手段、领域与机制的变化',并对未来府际治理与地方政府战略可能的优化方向提出建议。
Intergovernmental relations in Chinese cities have transformed fundamentally since the initiation of the Reform and Opening-Up 40 years ago,which is reflected by the transitions from intergovernmental competition to intergovernmental cooperation,and to intergovernmental governance,gradually rising to a higher level of development.The upgrading of Chinese cities’intergovernmental relations is accompanied by the strategic development of local governments,which is mainly manifested by the dynamic relations among urban governments in dealing with socioeconomic development and public affairs.That is,the strategic transformations from isolation to competition,to cooperation,to governance,and to networking.Revisiting the micro behaviors and macro structure of intergovernmental competition and cooperation,the study shows that both'competition and cooperation'are the strategic behaviors of intergovernmental governance of urban local governments under different historical,economic and social conditions.Based on this,this paper explores the changes of the objectives,mesures,fields,and mechanisms of intergovernmental governance in different stages of urbanization,and puts forward suggestions on the possible optimization direction of intergovernmental governance and local government’s strategy in the future.
