摘要：对营利性组织进行财政补贴是政府为了实现其政治和经济目的而普遍采用的一种手段。笔者采用河南省2003年～2006年上市公司财政补贴数据检验了政府财政补贴是否具有明显的倾向性以及政府补贴能否激励反哺效应的产生。研究结果表明政府在进行财政补贴时倾向于向成长性较好的公司倾斜,同时在补贴面上对亏损上市公司也有照顾。但是政府补贴并没有促使受补贴企业在提供税收、增加捐助以及改善环境方面有更多的贡献。
Fiscal subsidy to for- profit organizations is a common means for government to realize its political and economical goals. Based on the data of subsidy to the listed companies of Henan province from 2003 to 2006, the author tests whether fiscal subsidy has obvious tendency and whether fiscal subsidy can stimulate the back - feeding effect. The results show that the government is inclined to subsidize the enterprises which grow well and at the same time consider the unprofitable listed companies as well. However, the fiscal subsidy has not inspired the subsidized companies to contribute more to the society on tax, donation and environment improvement.
