摘要：新中国成立以来,我国对政府和市场关系的认识依次经历了"计划经济为主,市场调节为辅"、"经济计划的综合平衡和市场调节的辅助作用"、"使市场在国家宏观调控下对资源配置起基础性作用"、"使市场在资源配置中起决定性作用和更好发挥政府作用"阶段。与此相适应,劳动关系制度的完善和演变也经历了四个发展时期,分别从多样性到单一性、从单一性回归多样性、从行政性到市场性、进入全新性。随着我国全面深化改革、全面对外开放,中国社会主义劳动关系运行将真正迈向"进入市场,自主择业,竞争劳动"的思维理念与制度规范,并且将日益成为加速我国社会主义生产关系,从而社会主义制度完善和提升的基础的、重大的动力源。
Since the founding of the People's Republic of China,our understanding of the relationship between government and market has successively experienced four stages,i.e. 'ensuring the leading role of the planned economy supplemented by market regulation,' 'comprehensively balancing the planned economy and ensuring the supporting role of market regulation.' 'making market play a fundamental role in resource allocation under the macroeconomic control' and 'making market play a decisive role in resource allocation and better exerting the role of government.' Correspondingly,the improvement and evolution of the labor relations system has also undergone the following four periods of development,i.e.from diversity to unity,returning from unity to diversity,from administration to marketing,and then to a new period.With the deepening reform and opening up of our country,Chinese socialist labor relations will truly take on a new idea and regulation characterized by 'entering into the market,choosing one's career and competing for the job,' and it will become the fundamental and significant driving force for the speeding up of socialist labor relations and then the improvement of socialist system.
