摘要：将财政扶贫资金看作是政府的一项公共支出,对我国财政扶贫资金和财政扶贫资金绩效评价的现状进行分析。我国财政扶贫资金逐年增加,资金管理不断完善,脱贫作用显著。目前我国在扶贫资金绩效评价方面存在评价指标通用化、评价主体单一以及缺乏法律制度保障等问题。从导致扶贫绩效降低的原因出发,提出优化财政扶贫的制度、加强对扶贫资金的管理、创新财政扶贫政策的投入机制等建议。
Regarded finance poverty alleviation funds as a kind of government public expenditure, this article analyses the fiscal funds for poverty alleviation and its performance evaluation in China . At present, fund for poverty alleviation funds has increased year by year , the level of management has been improved and the results is remarkable, but still some problems are existed. Based on the causes of reducing poverty performance evaluation, some suggestions are put forward, such as optimizing the fiscal poverty system, strengthening the funds management, innovating mechanism for poverty allevia- policies .
