摘要：出于维护稳定,凸显政绩等原因,某些基层单位将偏执性上访者作为精神病人强制治疗的事例时有发生。实质上,病理学上的精神病与人类学、社会学意义上的理解截然不同。作为遏制长期上访者措施的创新,"被精神病"现象的出现,恰恰昭示了政府服务理念和角色的不适应,行政权力的监督无力以及精神卫生统一立法的滞后。
In the reason of maintaining social stability and highlighting adminstration achievements etc, it happens a lot that some local governments take paranoid petitioners for mental patients and arrange manditory treatment. Essentially, ＂Psychosis＂ in pathalogy field means quite differently from that in anthropology and sociology. As an innovative measure to restrain long-term petitioners, ＂ Be-Mentally-Ill＂, its appearance reveals government inadaptability of service concept and serving role, incapability of supervising administrative power and uniform legislation lagging of mental health.
