摘要:[目的/意义]基于第四代评估理论,从多元评价主体参与视角,探索高校智库评价指标体系的建设,为高校智库评价提供理论工具及新视角。[方法/过程]本文采用实证研究和理论研究相结合的范式,对高校智库研究人员、智库评价人员、科研评价人员(第三方评价机构)、政府人员、媒体人员、社会公众等进行问卷调查,构建高校智库评价指标体系。回收有效问卷427份,通过因子分析对其进行优化及赋权,形成高校智库"智库投入及平台建设因子" "智库政府和社会影响力因子" "智库对外合作交流因子" "智库学术生产力因子"4个公因子的指标体系。[结果/结论]本文提出以下建议对高校智库评价进行引导:转变评估理念,完善评估机制;强调利益相关者的共同参与,尊重评估兼容性和结果导向;重视高校智库评价市场受众互动与合作等。
[Purpose/significance]Based on the fourth generation of evaluation theory,this paper constructs an evaluation index system of college think tanks with multiple evaluation subjects,in order to provide theoretical tools and a new perspective for the evaluation of college think tanks in China.[Method/process]Using the paradigm of combining empirical research and theoretical research,this paper conducts a questionnaire survey among think tank and university think tank researchers,think tank evaluators,scientific research evaluators,government personnel,media personnel,the public and so on,and establishes the evaluation index system of think tank in university.427 valid questionnaires were collected and optimized and weighted by factor analysis.Four common factors were formed in the index system of college think tanks,including "think tank input and platform construction factor" "think tank government and social influence factor" "think tank foreign cooperation and exchange factor" "think tank academic productivity factor".[Results/Conclusion]The following suggestions are put forward to guide the evaluation of college think tanks:change the evaluation concept,form a perfect evaluation mechanism;emphasize the participation of stakeholders,respect the compatibility of assessment and result orientation;emphasis should be paid to the interaction and cooperation between the think tanks of colleges and universities in evaluating the market audience.
