摘要：目前,中国居民收入分配体系中存在城乡居民收入差距扩大、居民内部不同群体间收入差距扩大、区域间居民收入差距扩大、行业收入差距扩大等问题,这些矛盾严重影响了中国和谐社会建设的进程。就财政支出政策方面研究,财政在均衡城乡公共产品供给、发展社会公共事业、规范政府间转移支付制度等方面存在功能"缺失"。所以,今后需要进一步加强财政支出的手段,缩小城乡居民收入差距,积极保障和改善民生,实现基本公务服务均等化,以达到调整优化国民收入分配格局的目标。
Now there is income difference between city and countryside resident,different community resident,regional resident and profession resident.It will cause much difficulty in harmonious society＇s advancement in our country.Then we analysis the expenditure policy flaws about city and countryside public supplies,social non-profit organization,and government transfer payment system.Later the government should adjust expenditure policy,reduce the resident income differential,safeguard and improve livelihood of the people,and make the public services equally.Finally,we could achieve the goal of making the resident income division equally.
