摘要：文章借鉴演化经济学的相关理论成果,从随机因素、收益递增机制、路径依赖、闭锁四个环节构建了产业集群演化的分析框架。基于这一分析框架,以河南省长垣县卫生材料产业集群为例,研究了宏观制度、特定地方环境等随机因素对区域内新经济活动的激发作用,并从收益递增机制、路径依赖方面分析了产业集群发展壮大的机理,最后从企业惯例等方面分析了集群演化中出现的闭锁效应及其造成的问题。基于以上分析,得出一些结论:①特定的政府政策、地方因素以及市场条件等随机因素可以激发区域专业化生产,萌芽产业集群。②由收益递增导致的路径依赖是产业集群形成的经济技术因素,是产业集群发展的共同机理。但在这一过程中,地方因素(如政府管理、劳动力、进入市场能力)也发挥着重要作用,并具有地域特殊性。③由于收益递增、路径依赖以及企业惯例的惰性,集群在演化过程中可能会陷入低效率的闭锁状态。
Based on the correlative concepts and theories of evolution economics, an analyzing frame made up of stochastic factors, increasing return, path dependence and locking in is designed. Using this analyzing frame and the Sanitary Ware Cluster in Changyuan County in Henan province as a case, this paper analyzes the influence of macro institutions and specialized regional milieu on the cluster. Then the paper analyzes the development mechanism of the cluster by using the theories of increasing return and path dependence due to the industrial linkages. At last, the ＂locking in＂ and some matters caused by it are put forward and discussed. Based on the analysis above, some conclusions are gained： ① it is the stochastic factors （including specialized policy, regional milieu and market chance, etc.） that place a premium on specialization production of clusters.②increasing return and path dependence are the common mechanism that have important influence on the rapid development of clusters. But in course of the rapid development of clusters, specialized regional milieu （physical and culture factors） plays an important role too.③because of the increasing return, path dependence and stability of routines, cluster could be locked in the bad development path.
