摘要：农户农资投入行为及其效率变化受其家庭内在因素与外在条件的共同影响。研究表明,农户农资购入行为并非经济理性,主要依据既往经验决策,但对农资的质量、价格以及安全性的关注度非常高,现实满意度较差,同时在购买农资中存在渠道分散、组织化程度低以及交易费用偏高等问题;农户在不同农资的施用决策上存在差异性,农户家庭内在因素(人口因素与经济因素)和外在因素(区位因素与制度因素)均对其农资投入量有一定的影响,且前者的作用强于后者;农户农资投入效率总体偏低,且与其兼业化程度和粮作经营规模密切相关;惠农政策在刺激粮食总量增加的同时并未顾及既定目标下农资投入的效率,以至于出现牺牲效率求效果的"政策行为非理性";增强制度激励效应是强化农户农资投入行为以及实现粮食稳定增产的必要保证。
Farm Households'Investment Behaviors and the efficiency are influenced by intrinsic factors and outer conditions.The main results given:①Rural household's investment behaviors are not rational,their decision-making mainly based on their experience,especially concerning of the quality、price and security of input-materials,as a result,farm households are usually unsatisfied about them,in the meanwhile,there are many problems in purchasing input material,such as dispersed purchasing、low systematization and high transaction costs;②There are some differences when farm households purchased input-materials,they input pesticide and fertilizer mostly by self-determination,compared with their behaviors of adopting fine seeds,both different occupation farm households and different management scale farm households show distinct otherness in quantity and structure of farm households'investment behaviors;③Both intrinsic factors(personal or economical factor) and their outer factors(geographical or systematical factors) influence farm households'gross of input material,especially the latter;④Generally,the efficiency of farm households'input material is low,also it is correlated to the degree of occupation specialty and their grain management scale;⑤Relevant supporting policies cause the increasing of total grain output,however,the relevant policies do no good to improve the efficiency of farm Households'input material,up to seek for the effect of grain output at the expense of the efficiency loss,so how to strengthen the systematical effect is the key to stimulate farm households'behavior of input material and realize the safety of food supplies.
