摘要：城乡关系理论主要分为城乡不平衡发展理论和城乡统筹协调发展理论两大类型。城乡不平衡发展理论又分为城市偏向论和乡村偏向论。城市偏向论的理论支持是增长极理论和核心边缘理论等,乡村偏向论的理论支持主要是城市发展战略理论和选择性封闭空间理论等。早期的城乡协调理论,由于受到社会经济发展实力的影响,一般带有空想的色彩和理论上的指导意义。目前,我国整个社会经济发展的实力已经具备了城市反哺农村、工业反哺农业的实力和条件,在新时期和新形势下,城乡统筹的实质是城乡统筹规划与谋划,城乡统筹的内容至少应该包括城乡基础设施的统筹、城乡产业的统筹、城乡就业和社会保障的统筹等;城乡统筹发生的基本条件为人均GDP 2000美元;城乡统筹的目标具有多重性;不同区域、不同发展阶段城乡统筹应采取不同的发展模式,应从农业支持和保护体系、农民土地财产权和公共产品供给等为城乡统筹提供制度保证。
The theory about the relation between urban and rural is mainly divided into two types, i.e. urban- rural unbalance development theory and urban - rural overall planning coordinated development theory. The former may be further divided into urban - orientation theory and rural - orientation theory. The support for the urban deviation theory is the extreme increasing theory and the core edge theory; while that for the rural deviation theory mainly is the urban development strategy theory and choosing close space theory. Owing to the effect of the development force of the social economy, the early urban - rural coordinated theory generally had the utopian color and the guiding meaning in theory. At present, the overall social economy development force of our country has reached the condition of urban feeding back rural and industry feeding back agriculture, then, under such new condition, the essence of urban - rural overall planning is how to normalizeand engineer, the content of which at least should include the overall planning of urban - rural fundamental installation, urban- rural industry, urban- rural employment and social security. The basic condition for urban -rural overall planning should be GDC U.S. $ 2000. The goal of urban - rural overall planning is various ：Those of different regions and development stages should take corresponding different development modes. Finally, the assurancesystem of urban - rural overall planning should be put forward from the angle of agricultural safeguard system, the peasants farm property right and public products provided.
