摘要：学术界对创新型企业家生成机制的解析几乎无所不包,从生产要素到经济体制,从公共管理到政治法律,从社会文化到教育培训等。以上诸说固然言之有理,不过考虑到创新型民营企业家的社会角色在于推动企业的产品创新与组织创新,创新型民营企业家生成的根本机制似应归结为旨在保障企业产权与经营自由的公共管理层面的制度功能。自进入改革开放新时期,尤其是自中共十八大以来,党和政府作为公共管理制度的提供者,领导和推动中国创新型民营企业家生成机制的根本制度建设,取得了巨大的成就与成效。有鉴于此,目前亟待加强的是有利于创新型民营企业家生成的配套制度建设,包括建立与完善针对民营企业家的激励与容错纠错机制及创新风险社会共担机制等。
The academic analysis on the growth mechanism of inonnative private entrepreneurs has been comprehensive:from production factors to economic system,from public administration to politics and law,from social culture to educational training.These are certainly true,however,given the role that innovative private entrepreneurs play in society is to boost product and organizational innovation in private enterprises,the growth mechanism of innovative private entrepreneurs lies in the function of institutions to protect property and operation freedom.Since the reform and opening up in new era,especially the 18th National Congress of The Communist Party of China,with the leadership of CPC and government,great achievements have been seen in the establishment of Fundamental Mechanism for the growth of innovative private entrepreneurs.This creates an urgent need on the construction of Supporting Mechanism,which includes the establishment and improvement of mechanisms for error tolerance and correction,and innovation risk sharing in society.
