摘要：低碳发展不是简单的碳排放降低,而是社会经济发展模式的全新改变。中国的现行环境治理体系存在治理战略不清、定位不明;管理分散、治理主体孤立;手段单一;整体性治理制度供给不足,法律制度间缺乏有效衔接与组合等弊端,转型需求刚性。发端于企业管理的麦肯锡7S模型特别强调宏观层面的战略及理念等要素和微观层面的人员、技术、制度等要素之间的整体联系和系统效应发挥,该模型的特色及优势与低碳发展时代的环境治理相契合,可以作为中国环境治理体系转型的理论选择。基于麦肯锡7S模型对中国环境治理体系进行资源重构,对中国现行环境治理法律制度体系进行条理、改造和整和应成为理论绩效的重心。
Low carbon development is not a simple reduced carbon emissions, but new change of the social e- conomic development model. China＇s current environmental governance system exist governance strategy is not clear, positioning is unknown; Dispersion management, governance body isolated; Methods single; Holistic governance system supply is insufficient, lack of effective connection between legal system and combination of disadvantages, such as rigid transformation requirements. Originated in the McKinsey 7s model of business management with particu- lar emphasis on a macro level of strategy and the concept of elements and micro level personnel, technology, system elements such as the overall relationship between and the effect of the system, the characteristics and advantages of the model with low carbon corresponds to the development of the era of environmental governance, can choose as China＇s environmental governance system transformation theory. Based on the McKinsey 7s model resource reconfigu- ration, for China＇s environmental governance system for China＇s current legal system of environmental governance in order, the transformation and the whole and should be the core of the whole management system.
