摘要:黄河流域的水资源保护与水安全是支撑地区经济发展的重要战略,如何缓解水资源与经济发展之间的矛盾,也关系到黄河流域水资源的可持续发展。该文构建扩展LMDI模型,对黄河流域2004-2018年数据,利用脱钩模型将脱钩驱动因素分解为4个驱动因素,并对黄河流域脱钩趋势进行分析。研究结果表明:(1)在水足迹总量方面,黄河流域的水资源利用并未达到预期效果,水资源匮乏指数较低,不处于水资源紧缺状态。(2)在脱钩状态方面,黄河流域整体和农业水足迹为弱脱钩态势,工业水足迹由弱脱钩逐渐向强脱钩转变趋势明显。(3)在脱钩因子分解方面,黄河流域规模经济因子和人口因子为正向脱钩因子,产业脱钩因子和技术脱钩因子为负向脱钩因子,黄河流域9省脱钩驱动因子变化趋势大致相同。
Water resources protection and water security in the Yellow River Basin are the key strategy that supports the regional economic development.How to alleviate the contradiction between water resources and economic development is also related to the sustainable development of water resources in the Yellow River Basin.In this paper,with the data covering the economic growth and water utilization information in the Yellow River Basin area from the year 2004 to 2018,a kind of decoupling model,the extended LMDI,was constructed and the decoupling driving factors were decomposed into four factors by using this model,and the decoupling trend of the Yellow River Basin was analyzed.As a result,the analysis indicated that in terms of the total water footprint,the utilization of water resources in the Yellow River Basin had not come up to the expected effect,and the water scarcity index was rather low,not in the circumstance of water scarcity.As for the aspects of decoupling status,the Yellow River Basin as a whole,as well as the agricultural water footprint showed a sort of weak decoupling trend,while the industrial water footprint gradually shifted from weak decoupling to strong decoupling.Regarding the decoupling factor decomposition,the scale economy and population factors in the Yellow River Basin belonged to positive decoupling factors,while the industrial and technological decoupling factors were negative,the changing trend of decoupling driving factors in general,in all of the nine provinces within the Yellow River Basin being almost similar.
