摘要：创新是现代性社会的根本规范,也是治国理政的基本方式。政策创新思维是国家公职人员处理公共事务的基本范式和价值取向,这就要求他们要对社会主义民主与法制、法治与德治、权力与制约等重大问题有深刻的认识。因为,这不仅是持续深化改革和依法治国的基础性工程,同时也是实现政府由管制型到服务型发展的关键所在。
Innovation is the basic standard of modern society, and also the basic way of governing the country. Innovative thoughtof policies is the basic paradigm and value orientation of national public servants in the process of handling public affairs. This requires them to have a profound understanding of socialist democracy and legal system, rule of law and virtue, power and control and other significant issues. As this is not only the basic projectof continuous deepening of reform and country ruling by law, but also the key point to achieve the development of government from control to service type.
