摘要：中国政府自1986年以来实施了现代意义上的扶贫政策,所配置的资源越来越多,其扶贫效果值得关注。研究发现,扶贫政策投入、经济普遍增长对贫困率的下降都有着统计上的显著作用,但经济普遍增长对贫困率的下降有更大的解释力。就贫困问题2016年笔者在22个省市自治区组织了问卷调查,研究发现大多数扶贫政策对提高贫困人口的收入并无统计上的显著作用。综上分析,经济普遍增长是中国贫困率下降的基本原因,扶贫政策对贫困人口的脱贫作用被夸大了。实际上,贫困的基本原因在于贫困人口难以与有效率的生产要素相结合,而绝大多数的扶贫政策并没有针对性的实现这一结合,是扶贫政策效果有限的基本原因。因此,扶贫政策的重点应在于促进贫困人口与有效率的生产要素相结合,这涉及到制度层面的重要改革。
Since 1986, the Chinese government has allocated more and more resources to implement the poverty alleviation policy of the modern sense,and therefore the effect of the policy needs to be examined. It is found that both input of the poverty alleviation policy and general economic growth have statistically significant effects on the decline of the poverty rate,but the latter has more explanatory power. Based on the data of survey covering 22 provinces,municipalities and autonomous regions in 2016,the empirical research finds that most of poverty alleviation policies have no statistically significant effect on the increase in income of the poor. So it is suggested that the general growth of economy is the basic reason for the decline of the poverty rate in China,and the effect of poverty alleviation policy has been exaggerated. The basic cause of poverty is difficulties for the poor combing with efficient production factors. However,currently most of poverty alleviation policies do not target the combination in China. Therefore,the focus of poverty alleviation policy should promote the combination of the poor and efficient production factors,which involves important reform of the system.
