摘要：美国作为现代信息产业最为发达的国家,其信息共享机制的形成是分3个阶段完成的:先有立法,而后是建立国家级信息中心,最后是国家级信息共享网络的建成。此项机制的形成对美国科学研究、经济增长乃至社会效益提升都有极大的促进作用。美国模式的成功运行,对解决我国地理信息共享问题有很大的借鉴意义。这种"完全与开放"的模式启发我们在地理信息共享战略、运行机制、管理条例、政府投入、标准制定等方面进行战略调整。
As the most developed country in modem information industry, the form of American information sharing system has three stages to achieve. The first is legislation, then the building of state information center, the last is the founding of state information sharing network. This system forming has a great improvement effect to A- merican science research, economic growth and society benefits. The success of American model forming has tremendous effects to our country geography information sharing. This model of ＂full and open＂ enlightens strategy adjustment to Chinese geography information sharing, motion system, management regulation, government input and criterion appointment and so on.
