摘要：为探索政府分阶段引导和控制负面网络舆情的新途径,在电子政务视阈下,根据网络突发事件在萌芽、爆发、扩散、转折、消失期的特点,在分析负面网络舆情的危害及现有电子政务应对负面网络舆情存在问题的基础上,受导数原理启发,建立了针对政府的负面网络舆情分阶段演化数学模型,并给出了相应的导控策略。结果表明该模型有效、可定量,为政府监管网络舆情事件提供了决策参考。
In order to explore new ways to guide and control negative Interact public opinions of government, after analyzing the harm of negative Interact public opinion to government management and the existing problems of traditional E-government systems, a new model from the E-government perspective is presented. The model considers the characteristics of Intemet emergency events within the stage of sprout, outbreak, diffusion, transition, and disappearing. The model established is inspired by derivative principle, and is proved to be valid by theoretical analysis; the analysis results also show that the model has quantitative characteristics. The findings in this paper provide decision-making reference for govemmant regulation of Interact public opinions.
