摘要：生产要素自由流动是市场经济的内在要求。现实中的城乡生产要素却流动不顺畅、流向不合理、分配不公平、市场化不均衡,原因在于:历史惯性使然、社会二元结构分割、体制政策摩擦及产业关联迟滞。促进城乡生产要素双向自由流动,必须建构城乡劳动力双向流动保障机制、资本要素自由流动激励机制、土地要素流转机制、技术扩散传导机制、优秀人才引进机制和信息交流互动机制。
Two-way free flow of production factors in urban and rural areas is an inherent requirement of market economy.However,production factors in urban and rural areas are in conditions of poor flow,wrong flow directions,unfair distribution,and imbalance of market development due to reasons of historical factor,dual social structure,system and policy,and lagged industrial liaison.Thus it is important to set up a series of mechanisms regarding two-way free flow of labor force,free capital factor flow,land transfer,technology innovation,talent introduction,and information flow.
