摘要：本文基于内生偏向性技术进步框架构建了包含外商直接投资和环境规制的理论模型,揭示了环境规制对FDI及其技术进步偏向性的影响。利用2004-2017年我国260个地级及以上城市面板数据检验了FDI的技术进步偏向效应,并通过两阶段最小二乘模型识别了环境规制以及地方政府环境规制竞争对FDI及其技术进步偏向性的影响。结果发现:FDI显著强化了技术进步的资本偏向,产业结构调整是FDI影响技术进步偏向性的重要渠道。环境规制强度的提升会减少FDI流入,弱化技术进步的资本偏向。不同规模城市环境规制的FDI及其技术进步偏向效应存在差异,相邻及不同距离城市圈地区环境规制程度的提高会减少本地FDI流入,弱化技术进步的资本偏向。
This paper constructs a theoretical model including FDI and environmental regulation(ER)based on endogenous biased technical change(BTC)framework,illustrating the effect of ER on FDI and its induced BTC.Using the city panel data from 2004 to 2017,it examines the BTC effect of FDI,identifying the effects of ER and the competition of ER among local governments by constructing a two-stage least squares model based on exogenous ER.The results show that FDI significantly strengthens the capital bias of technological change,and industrial structure adjustment is an important channel.The increase in the intensity of ER will reduce FDI inflows,thereby weakening the capital bias of technological progress.The effect of FDI of ER in cities of different sizes are different.The improvement of ER in adjacent and different distances areas will reduce local FDI inflows and weaken the capital bias of technological progress.
