摘要：为建立"亲""清"的新型政商关系,无论是理论界还是企业界都应该对当前我国企业与政府间的互动情况有一个较为清晰的认识和准确的把握。鉴于此,本项研究以河南省为例,采用深度访谈与问卷调查的方式,着重考察了民营企业与政府之间的互动实践与存在的问题,并在此基础上提出了建立"亲""清"政商关系的举措建议。一方面,政府有必要在立法和行政方面做出积极的变革,以增加民营企业参政议政的机会,确保其参政方式和过程的有效,鼓励民营企业加强组织管理,同时增强行政机构的服务意识,提高行政过程的透明度;另一方面,民营企业也应该努力提高自己的参政素养、参政热情和法律意识。
Understanding the interaction between business and government is a prerequisite to build theclose and clean relationship between the two. Adopting an in-depth interview and questionnaireapproach, this study is to explore the interaction between private businesses and government, and proposethe methods to build the close and clean relationship between the two. It is suggested that, on one hand,government ought to make efforts in legislation and administration to increase opportunities for business toparticipate in legislation process, ensure that the participating channel and process are effective,encourage private businesses to organize themselves, and improve the service mindset of governmentofficers and the transparency of administration process; on the other hand, private businesses shouldimprove their capability and enthusiasm of political participation and legal consciousness.
