摘要：定价权作为对外市场贸易领域的话语权标志,承载着相关利益战略的引导和保证功能。因而,稀土定价权攸关"中国元素"稀土的资源利益、国家创新战略以及产业可持续发展。同时,由于稀土定价权与稀土治理存在"的"和"矢"的关系,所以只有深刻把握定价权规律,才能科学推动中国稀土深化治理,从而实现稀土定价权真正获取。为此,面对中国稀土治理维艰和其定价权改善不稳、定价权依然缺失,亟需系统汲取和借鉴定价权国际经验理论。本文运用立体透视方法对三大国际定价权经验规律进行深入揭示,发现协同应变能力、适宜的持续创新能力及对资源与环境特殊性的正确把握是其以不同风格获得与保持定价权的关键。由此提出中国稀土下一步以定价权为导向的根本治理和定价权独特促进与科学战略、全面获取的选择之策。
Pricing right as a discourse symbol of international trade,carries the guidance and assurance functions of related resource,industry and national interest strategies.Simultaneously,the relationship between rare earth pricing power and governance exists as'purpose'and'arrow'.Therefore,only by deeply grasping the law of pricing right can we scientifically promote the deepening of China’s rare earth governance and then realize real access to the pricing right.To this end,using stereoscopic method to deeply reveal the law of the three major international pricing rights,has found the keys to obtaining them.Thus,research brings unique and important revelation to China’s rare earths.
