摘要：尽管我国长期对汽车产业采取保护发展措施,但是目前跨国汽车公司掌握合资企业的实际控制权、本土汽车企业创新能力依然薄弱等事实说明,我国对汽车产业的保护未能取得应有成效。政府对国外汽车产品的进口控制不力、过早允许跨国汽车公司投资国内市场、长期对国内民营资本实行进入管制以及过度干预汽车企业的经营管理,是影响保护成效的主要原因。为此,有必要加强国有汽车企业改革,以本土企业竞争促进汽车产业自主发展。
Although China has taken measures to protect the development of her auto industry, transnational auto companies are actually in control of their joint ventures with China, and the innovative ability of China＇s auto companies is still very weak. This shows that our protective measures have failed to achieve any practical results. The main reasons are ： failure to control the import of foreign made car products, premature permission for trans- national auto industry to invest in China~ market, long- time discrimination against private capital to enter this market, and too much interference with the auto industry. So it is necessary to further reform China＇s auto industry, and promote the competitiveness of her own auto industry.
